Liverpool and Fulham are heading to a tribunal to discuss the fee for Harvey Elliot.
The 17-year-old signed with the champions professionally over the weekend, arriving at the club last July when his deal at Fulham expired.
The Independent says the Reds offered to pay Fulham £750,000, which they rejected.
Fulham want close to £8 million for the time they spent nurturing Elliot.

And it appears a tribunal will decide the matter, as the two clubs could not come to an agreement.
Elliott has played eight times for the first team this season, and has impressed manager Jurgen Klopp significantly.
